They are rough enough to catch an .008" feeler gauge, can't find my dental pick,
Anyone got a clue to what caused this?

Water. Probably when the block was in storage. Hard oxide can be hard to spot after machining.

It did sit all summer in a non temp control building

I've had the same markings from a block that previously was left sitting with moisture in it from blown head gaskets. I'm not implying you have blown HGs but moisture at some point while left sitting. You will notice the lines are spaced like the rings. My motor still had 400-410PSI compression in all holes.

Yes it is... Even had the mains bored and honed prior to assembly.. It didn't show its face till I put a good load on it

Good news... Cranks not or doesn't appear to be damaged bearings have some copper on 2 and 4
..
Time for supper then put the LBZ block on the stand and tear it rest of the way down
