Mine was set at 13-14 and sucked down to 7-8 when it was working. I'd say you'd have the supply fuel from it with that idle setting
in park i commanded 180mPa and the pump held almost 13psi? I assume i need to drive the truck to get an accurate reading?

Typically, MPH is considered a good indication of HP. Judging by your trap speed, you have the horsepower to run an 11. I think you have something else going on that is slowing you down. What are your shift points set at? Are you having long drawn out shifts? I know it has been asked, but are you sure your converter is locking when you want it to? If you haven't already, maybe try logging converter slip just to be sure.
