Is it possible the code reader you're using is displaying the wrong code, or only capable of displaying a few of the possible TCM codes and there's another one besides the P0700 and P1781 you're not...

P1781 for the 01-02s is the same as P0802 from the 03-05s, if that helps with your research.
Ever changed out your ignition switch? Sure sounds like a momentary voltage interruption to the TCM to me. Try unplugging the connectors at the TCM and checking for corrosion, etc.
This is consistent with the factory service manual for the LB7. Need to turn the key off for 5 sec after the security light goes out, then attempt to start again. Starts after the 3rd time.
Assuming 2500HD? Track width is exactly the same between GMT800 and GMT900 at 66". However, I'm seeing the dimension from center line to outside of rear spring as 26.2" in the earlier trucks (2003, for example) vs. this being 25.69" in the GMT900 (2009 as example), so like 1/2" different...

Hmm. I don't understand how these codes could be set and not produce an ABS light in the cluster.
Your best bet at this point is to get someone with a GM Tech 2 scanner that can read the individual left/right front wheel sensors and verify they are operational. GM dealer can do it as well...
Have you tried clearing the codes? Do they come right back? ABS codes only get set for wheel sensor troubles the vehicle speed goes over 8 mph.
