IMO altitude does not effect max power if your compounded. It's much more noticeable with singles.

However elevation affects spool up drastically no matter what, but once it's spoiled the turbos compensate for the air density

Altitude will affect power even if compounded if you are pushing the turbo/s hard outside the efficient areas of the map/s. It would have to be a small turbo setup compared to fueling but it can happen
