That is one weird looking turbine housing... Steve is correct I run a 1.0 housing on stock injectors and staging my truck in CA and AZ is effortless, now staging in Lake Tahoe at 7,000 feet elevation is whole different story. In Tahoe while staging my truck will not go over 1500 rpm. My guess is either a wastegate issue, a leak or that turbo is too big for you at that elevation to stage easily. What is your elevation? I'm sure it is not tuning related as Steve knows what he's doing.
Maybe need a new converter. If you stage it up kinda slow and let it build some heat is it any better
My point is, brake stall ability aside, it should be maxing more than 25psi on a big tune. I can almost hit that on my stock tune.
From the looks of the pics there is no provision or plumbing for a gate. Not 100% on that though.
Elevation here in SLC/Ogden area is 4500ft. Deffinately not ideal.

Yeah that's sucky but I still get full boost at my place in the mountains here at 8900'.
I remember I once installed my maf backwards and it wouldnt run very well
