Exactly. Just because one truck will hold rail with the same setup doesn't mean they all will. Those could be some industrial nozzles that are labelled as 15%s but flow like 30's.
I have had "mechanical" problems turn out to be tune problems on a few occasions.

If someone didn't want to get oem ones, they are M10 x 1.5 bolts. 25mm length works, though I imagine that 20mm would work as well.
I replaced mind with Allen head bolts. Much easier to get at.

We don't know anything about his tune. He could be running a 3200us tune on his 15% overs that could be larger and the pump just can't support it. Can't immediately jump to assuming that hard parts are the problem.

22k isn't low. That is about as much drop as you want to see. Some people say you can lose even more rail than that and still make power.

You need, pedestal, oil feed and drain lines, coolant plug, turbo, down pipe, intake, probably new cold side pipe.
