What is the process of removing a leaf spring? What does this even do?

Unbolt the pack and ubolts and remove the bottom one. It creates a smoother ride. Lower weight capacity unless you add air bags.

More pressing question....what SHOULD the torsion bars measure stock?

I'm not sure what you're asking. They're the same length regardless of the preload.
