Yep. A load range E tire is good to a maximum pressure of 80 psi, load range D is good to 65 psi, C is 40 (I think, haven't bought any load range C tires for a long time), and XL tires are good to 50 psi. Tire weight ratings come from their size and load range. A 265/75R16 tire will have the highest load rating in load range E followed by D, XL, and C respectively. However, as you add more volume and contact patch to the tire, the weight rating goes up, so a 285/75R16 in load range D would probably have a higher weight rating than a 265/75R16 in a load range E just like the 305/50R20 does in the XL rated tire.
Your winter tires must not have been losing air. If a tire gets low, it heats up faster and makes the tire weaker. I'm sure the roads are also hotter right now than they are when you run your winter tires which doesn't help the tire any either.
That's more of a CYA legal/insurance thing than it is some sort of law. Tire stores are stupid about this in my opinion. If a tire meets or exceeds the weight rating of the stock tire, I see no reason why they shouldn't mount it on your wheel.
Think about the lawsuit part of this equasion. If there was an accident the tire store would get nailed pretty bad. Why in the hell would they take that chance?
It would be pretty easy to argue the weight rating of the tire meets or exceeds factory equipment, but I understand common sense can be lacking in the judicial system as well. The stupid thing is I bet they will install a smaller load range E tire with a lower weight rating than factory.

If I had to drive home with a tire I knew had a nail or was leaking (Which I have) I'd be limping it home, not doing 70 on the highway.

Well i understand all sides of it, yeah I probably shouldn't have been doing 70 but i was just trying to get it home asap riding in the far right lane with no one really near me. Silly i know. And i guess i just never understood how dangerous it was to have a nail in the tire. And what josh said makes sence roads arent as hot in the winter time. Lesson learned

Don't worry, I've driven with a nail in my tire plenty of times. Of course I didn't know it was there, but same difference.
You guys kill me. Most people drive around with nails in there tires for days ATLEAST. Couple days go by tire goes low maybe they take it to a tire shop. They let you know you have a nail in your tire and fix it. I've had nails in my tire for months years maybe. Why? They didn't leak! Don't go lecturing about nails now. I've never had a tire blow on anything but a semi.
Centola you might be missing the point. If you would of assess the leak and if it wasnt to bad you could of just put air in it and been fine. I bet you had 10-15psi at most when that tire blew. Probably been low days.

Discount Tire refused to remount the wheels/tires on my younger brother's 2006 LBZ last year unless they removed the 2" spacers,(they told him when they removed the wheel/tire) talk about CYA...
To get around the issue of them not wanting to mount tires, I took the wheels and new tires there separately and had them mount them, they can't be liable for what they don't know.
I like discount they have been pretty good to me. They actually wouldn't put tires on my truck when they found out I have anti seize on my lugnuts. I told them fine I'll go get my tires somewhere else. They not only wire wheeled and brake cleaned the anti seize off the studs. They gave me free locking lugnuts since they didn't think they could clean them. But I'm buying tires there all the time too.
Now after I buy tires there before they TQ the wheels I just ask the tire guy not to TQ them all the way because of the anti seize.

Not true, at least for the one about 2 miles from me, I did the same thing all loose tires and wheels, but, they (Discount) checked the tires for the weight rating before mounting them on the 8 lug wheels and everything was correct. Discount has been scrutinizing more and more in the last few years..

That's why I despise discount tire. GVW on this truck is 9200 lbs. I have 10,500 lbs worth of E-range, 10 ply, load carrying capacity on these tires....yet discount will not mount them. WTF!?!
I picked up a screws in both rear tires of my 79 Malibu.. bought tires but they didn't have time to swap them out, so swung by discount tire to get new ones put on. I use 1/4" spacers on the rear.. you'd thought I was trying to kill one of their guys for the hell that raised over it!!
Not to mention they bitched about load ratings, the 275/40/17 have a 1600lb rating car weighs 4100lbs of that rear axle weighs 1900lbs.
