It's probably to large of scale to do it in CA. I build lots of subdivision there. We regularly made fills of 90' of pure sand for house pads. Problems isn't just rain in CA, but natural springs too. Or leaks in water mains/storage tanks that are put on top of mountains. We once hit what we thought was a spring, but the water was chlorinated. It was coming from the storage tank 1/2 a mile away on top the mountain.There is a new technique where engineers can electrocute the sand near the coast and basically turn it into a form of concrete. It effectively turns it into a large shell by causing the calcium to bond with the sand surrounding it. I wouldn’t be surprised to see it used in this situation, it would stabilize the area.
