Here's the rub:
There is not a formal organization monitoring this.
When I was racing SCTA (Bonneville) there WAS a formal org monitoring the rules, but they were still disobeyed, often visibly, for preferred entries.
It's a Gentleman's Word type of record. I have thousands (seriously) of time slips floating around from 17.0 to 9.3 ET. Even with a set of Stock Rules, nobody can police them. I remember when everyone thought we "cheated" with Wendy, but it was nothing but seat time, and a lot of dyno tests/tuning. Now, mid 12 ET's aren't questioned.
Target is 11.99999999 now. That is the new Litmus Test for a 'Tune Only' Dmax. Eventually, nobody will question it. That's the way things go.
