maybe a silly question if I tie into the rubber inlet line on the fuel filter with a vacuum gauge will the gauge read higher as the filter is restricted.

No. If you want to read filter restriction you need to put a gauge after the filter. This is without a lift pump.

Use this. Remove the factory quick connect fitting and thread this in place of it. I would strongly suggest you either heat the fitting before removing or use an impact driver (the kind you use with a hammer, not a pneumatic impact) to remove it; they are known to break. FYI, GM specifies max allowable restriction for a stock fuel system is 12 inHG.
