it may have had the stock tune when you bought it, but there's a reason for adding a twin cp3, and most the time it's not for the added security of if the stock pump fails, usually it's for delivering more fuel
however, judging by the miles, it could be the guy used the truck to haul stuff, had a bad batch of fuel, added the air dog and twin cp3 for good measure to hopefully reduce future downtime, check to see when/if the injectors were changed as well

ok I work for a company that had bought out the company that had the pickup, the reason they had the airdog and cp3 was cause of the issue with low fuel pressure while pulling 23,000 lbs all around Wyoming and Nebraska.
