No need for an angle meter. You just have to count the flats of the bolt. There are six points in a hex bolt. 360*/6=60* for each flat.

Torque all the bolts in a star pattern to 58ftlbs. Then turn every bolt in a star pattern 60*, Then turn every bolt again in a star pattern an additional 60*.

I do have a question regarding the crank seal on the intermediate plate. If I am not mistaking that requires a special tool to install correct? I am thinking of just bringing it to GM and having them press a new seal in but I was unsure if that is necessary or not?

Its nice to have but not required I did mine the old fashioned way punch I also used a piece of PVC pipe not the best idea but it worked great an didn't cost me a penny!
