wuts up with prerunner fenders on 4x4s?

Back last summer when I was looking for a truck there was a guy selling an 05 crew cab 4x4 Duramax that wasn't lifted but he put pre-runner fenders on the front and stretched bedsides running like 35 or 37 inch tire. It looked.. um different. And he wanted like 35k for it.

more room for tires without a lift. Looks. I dont care for them, but to each their own.

Tire clearance would be the best reason, but some people just like the way it looks.
