I cut a Allen Wrench off very short, you can slide the spacer ahead until the reluctor ring hits the pan... And a VERY stubby Allen Wrench can get them out...
If you want to change the cam reluctor wheel, than no you do not need to take the pan off. If you want to change the crank reluctor, than you usually have to remove the bolts holding it on or lower the oil pan.
It's not my truck but they think the cam reluctor is loose. They changed the cam sensor and could feel the reluctor wiggling with their finger. I won't know what's going on till I tear it apart but just wasn't sure what I was getting myself in to. Lol
Update on this. I fixed the truck by removing the timing cover and replacing the reluctor wheel. Was a simple, straight forward repair. Just In case anybody else is ever wondering what kinda mess they are digging in to. Lol.
