I've never filled my converter and I've also never vaselined the pump gear and I've never had a problem.
Vaseline on the pump gears is a mistake. It will hinder pump suction on start up and cause pump damage. Always best to squirt atf generously over the pump gears and body for quicker prime.
Pre filling converter is a waste of time.

Ok the transmission is back in and it's doing the same thing..took the pressure port off and there is no fluid comming out.

I did check the shift valve and that is where it should be..hey mike would a stuck valve in the pump/valve body deter the fluid? At wits end :0

Ok I have the pump out and felt the movement of the lube regulator valve. It feels like there is a little drag on the valve. I took some very fine steel wool and just lightly polished the valve and bore. Now valve moves freely like it should. Also returned springs to stock from the Transgo drain back and prime kit (2001-2003
Doesn't matter how many you do, you will have issues. The more you think you shouldn't the more you will have because you wont be watching for them.
Prefilling converter is a waste of time, no need.
If you have no line pressure something could be causing this internally, whether its a valve or a leak between housings or gasket installed wrong. Does the bellhousing sit completely tight before you tighten it down? If its up a bit you need to start over.
This may be a stupid reply but my truck started this after 3 years of service and I found a strange problem that could have been easily overlooked during assembly.
You said it had a Transgo kit in it, did you put the check balls and springs in the A & B trim valves that were replaced?
I broke a spring in the B valve and had similar issues, Hope you figure it out.

Filled up with fluid and still same issue..no pressure. Could this be aftermarket converter related? Like a wrong external/internal spec? I know it just locks in...
Well I have another core Trans here..gonna purchase another overhaul kit and use some parts from this one and try it again..can't think of anything else to do

No pressure on the test port? That won't be converter related. Converter is mechanically driving pump off the motor. Think of it essentially as a shaft because it's the outer hub that drives the pump and is fused to the cover that is bolted to flywheel. As long as motor is turning pump is turning. You won't be able to fit trans if the converter is not properly seated in the pump.
I don't know everything that could cause a pressure loss, not enough experience with issues on that. The one I had that stumped me was due to something being assembled wrong and holding bell housing up about 1/8th inch before torquing it down. Disassembled trans and reassembled and problem went away. The case was leaking the pressure due to not being seated right.

The pump gears were face down I flipped them up per atsg manual..I always do that..but this Trans has a lot of miles on it? A friend of mine says as long as the dots are on the same side don't worry about it

Cleaned the pump housing completely and made sure all valves worked well..put it back in the truck and it worked..thanks again guys for helping me out. Mike -YOU DA MAN
