I fixed the issue. I was using online instructions and the reference picture that I used for indexing the pinion gear to piston shaft was incorrect. 11 teeth on the gear and 11 slots on the shaft, first tooth to first slot is proper indexing. I had the first tooth in second slot on the piston per online instructions. Red arrow in photo shows where the first tooth should be. Test drive this morning went well. Got truck over 160* and pulled into parking lot, vanes cycled to 100%, no more continuous cycling and truck runs good. Improper indexing also threw off the vane tables since the lobe on the gear that pushes against the vane sensor was not in the correct position either. My mistake but learned something from it.
