Do you have access to a tech 2 to manually move the vanes? Stuck unison rings are common.

See if there is in and out shaft play. Check to see if it is blowing oil out the compressor side of turbo. Intercooler pipes full of oil etc.

How are you measuring boost? Analog gauge or something that reads off of the OBD2 port?

Could be a boot tuning or anything else lol. Do you have smoke? Boost cools egts. Bad turbo= smoke or oil or underboost and vane codes

Are you just using OBD2 port to read boost or did you get the sensor?

Like mentioned, you'll have excessive axial(in/out) play, a lot of oil common from behind the compressor wheel when you take the cover off, and you'll have a lot of oil coming from the turbine side of the turbo when you remove the down pipe and looking inside.

Whats all done to the pickup? That will help give people and idea of what numbers to expect.
