That's true if it's just a straight billet wheel replacement, of course if the wheel is of a different design then it can flow different amounts of air.

A billet wheel is stronger so less material can be used in its design.
Deeper grooves can be cut in the hub and base area. This will make the blade area larger and the maximum airflow greater.
The lighter weight is an added bonus but does not help spoolup as much as most billet wheel have an extended tip.
just my 2 cents here.
Also the 11 blade wheels seem to build more pressure where the 2 step bladed wheels move air at a lower pressure.
I verify all my data with actual maf flow readings with turbo's on the truck.
Kinda takes the guesswork out.
In theory we should be able to plot maf on the bottom, pressure ratio psig+atsmosphere/atmosphere on the left, than look on the graph and find efficiency and turbine speed.
