Ideally, wheelie bars are a safety device. You should not setup a car to hit the bars. It unloads the tires and breaks traction when you hit the bars hard.
He need the rear to give more, and the front to give less. Max acceleration is possible at the point the front is 100% unloaded, but still level to the track. As you lift higher you cannot accelerate as hard. You want to float the front end.
Or at least that's my understanding from talking with racers. I only ran wheelie bars on a motorcycle, and removed them when I got the bike sorted out.
