"blower assemblies" like that are also used for creating a vacuum on low pressure methane wells. Most of the time they are found in or around Landfill gas systems for Electric Powerplants.

The only thing about the twin charged GTO, is both chargers appear to be turning the same speed (look at the pulley sizes), therefore the additional charger is nothing more than a decoration.
