Hadn't had this happen before, have a lb7 that the stater solenoid is engaging but starter won't go ahead and turn over, until about the 4th try of the key cycle. Voltage is good down at the starter and solenoid/exciter wire, had starter bench tested and it tested good. Even went ahead and tried a new starter and it does the same thing. Ring gear looks okay on the flywheel, any other ideas?

Have you put a wrench on the balancer bolt and made sure the motor is easy to spin after sitting? I had a cracked head and it did something similar because it was hydrolocking.

Mine (LLY) did that too. Found out the bolt that ties the two + battery terminals together was loose. You could also have a bad ground somewhere. Try clamping the starter case to a good clean ground point with a jumper cable and see if it makes a difference.
