Rail Pressure all over the place. Please Help

You shouldn't be able to hold Rail pressure with 100% over injector on one CP3 with a hot tune. That sounds normal to me.

I thought it was normal. I actually have a modded pump in the valley with a modded regulator in the valley. I swapped out the regulator to a stock one to make sure it was OK. Maybe the modded pump doesn't want a twin.
