Has anyone found a solution to this? I have an 05 lay Duramax, crank no start. I have a p0089 code and my cp3 is humming as well. Thank you

There is no solution to this, they all do it if you check them. It's the ECM modulating the FCA.
regulator buzzing is pretty normal and not a reason for alarm. it has to with the lack of fuel running through it at the time the engine is not running and the ECM is modulating the regulator.
there is plenty of no start threads you should look at for that condition and code. if none of them solve the issue feel free to make a new thread with everything you've done or checked so we can help you get it going
