Frist I would go to the neighbor in a friendly manner after a cool down ask him to man up for his mistake. If he doesnt call the local fuzz and get them to come out to help w the dispute. I agree w Bartman get a body shop to fix your issues...

He was the person doing the painting not the neighbor.
