i was told by DMV in both albany and binghamton that if your truck is registered at 8500lbs or more there is no emmisions testing. diesels under 8500lbs will be plugged in and tested but no probe in the tail pipe(my tdi just got its first obd scan this year). but you also pay a decent amount to register it over 8500lbs. you can go anywhere in ny to get it inspected. if you need help or are a little hesitant im sure there are guys on here that know shops that can take care of you. My truck gets a visual and safety check, they dont even go inside the cab.

The DMV's website does clearly list the counties in the NYC area that require diesel emissions testing....... What they are doing as far as enforcement I dunno. Sounds like nothing.

DOT and Troopers are starting to do roadside sniffer tests on big trucks all over the state.

rule of thumb from my brother in law who is a state trooper and has helped at a nys dot stop is, if yr blowing black smoke like a dousch yr gonna get sniffer and more.. He has personally had a few diesels blowing smoke all over towns etc and stopped them and has given out tickets. Pretty much don't be stupid

So hopefully I'll be safe if i choose an area around Putnam, Dutchess or Orange counties.
Now to save $ for the mods.... Then find a place to live.... Then make friends with an emissions shop :).
Thanks for the all the info everyone.
