No crank/No start HELP!!!

Hello... I am new to the site and I have enjoyed what I have read so far. I recently purchased an 02 3500 (flat bed). My first two projects were adding a 7 pin trailer plug and modifying the flat bed to better fit my needs. FYI Prior to welding on the flat bed I did remove both of the battery grounds. Having completed both tasks I turned the ignition key to the start position and heard a buzzing sound under the dash and a pop from the fuse box under the hood. (I had turned the key on many times while wiring the lights to test them with no problems) The truck has not been started for about a month. The batteries are putting out 9.6-9.75 volts. (I will put them on the charger tonight. This should be enough to power the ECM and spin the starter over correct?) First I checked the fuse panel under the hood. The TRL PRK fuse had blown, once I replaced that. I checked all of the relays. I only found one that was not functioning correctly and swapped it out.
When I tried to start it again I noticed that the security light, glow plug light, mileage, etc. are lite up yet when I turn the key to start all of them turn off except the glow plug light. At the same time the INADV relay (under the dash) is making a buzzing noise. I am feeling pretty bummed right now. Any and all help would be appreciated.:confused:

Get the batteries charged up or swapped out! These trucks do NOT like low voltages, all sorts of things go wrong. And honestly, 9.8 volts would not really be enough to spin it over, at least reliably. Once the batteries are fully charged, give it a try and report back. Good luck!

DAVe3283 you were right on the money. I did charge the batteries, checked my connections on the newly installed 7way trailer plug and the truck started right up. I am still baffled as to why the fuse blew and the relay went bad. Thanks for the help.
