Yes there is such a thing as 0 balance rates. If the ECM detects certain faults, problems maintaining rail pressure, or if the fuel rate drops to low from all of the injectors flowing to much fuel, then the ECM can default to a 0 balance rate. Seen it happen myself a few times now with VERY bad injectors. So if you see all 0's, it is a BAD sign.Use the ac Delco stuff.
There was an issue with your scanner or something. There is no such thing as 0 balance rates... Ever.

Pb and a flex head ratchet.I never had a balance rate at 0. i had the white haze when at a stop light and when idling. but right now i am doing the head gaskets. its quit the pain in the ass. going to take a while, when there are seized and stripped bolts it really sux lol. the down pipe bolts are giving me the worst time right now.
