MT653 shifting wrong

I just picked up a 94 Topkick with theCat 3116 and alli MT653. In first and second gears it feels power restricted and barely pulls and doesnt want to shift. after it finally gets third gear pulls hard like it should and shifts to fourth fine. Any ideas on what to check?

My thoughts here are that the stator could be freewheeling at all times. Usually leads to poor acceleration at low speeds and from a stop but vehicle will act normally up around 30-40mph or so.

Any test procedure to check stator sprag for this kyle without pulling the converter? oh and I f!@#ed up this is a MT643 not a MT653.
