you just need to find a stock file to start with. try 4shared.com

You dont unless you have 10k+ to invest into hardware and alot of time to figure it all out. Atleast thats my (LIMITED) understanding of it from reading various threads on the subject..

efilive tuning is out for the public. It isn't fully mapped, but you can tune with what is available. You cannot make a race tune with it but you can control nearly everything else.
