Max rail at idle indicates at least one of the regulators is not working. Isolate the secondary pump by pulling the belt. Just take the belt off for driveway testing and check the pressure without the belt on in the driveway. If it still maxes out, remove the secondary controller and hook the harness directly to the valley pump and test again.

Fingers I have tried testing with belt off and factory harness directly into valley pump no change. Gonna put lb7 regulators back on and see what truck does tomorrow. I have a mechanic working on truck now and between him and I we have tried everything else.
He said if he lowers the voltage to the pump truck runs fine. He's thinking my tuning was not setup for lbz regulators. Even though I requested it to be and even double checked with the company to make sure.
I will hopefully know something tomorrow.

Check the bale connector

I has seen many times the pin will get pushed back and do that. Look good at how far they all are sticking out. They all should the the same.

they were the same when I looked at it and now the mechanic has also looked at it and he said it looks fine as well.
He also mention that he had 12 volts pin to pin at idle but fingers stated pin to pin should be 4 to 5 volts at idle.

One pin is an always on +12 Volt source when the key is on. The other is a fluttering ground. (PWM) By changing the duty cycle of the ground, you change the power to the regulator.

If you are seeing 12 volts across the pins, then the ECM is trying to close the FPR completely, to no avail.

Probably a bad FPR.

FPRs read between 3 and 4 ohms on a normal meter. About 30 ohms of impedance at 1KHz.

Well finally got it running like it should put lb7 regulators in it and it runs perfect. Talked to the company who tuned it and they think the reason their tuning that was supposed to adjust for lbz regulators didn't work because I have one lb7 pump and put an lbz regulator in it. They told me I can't just go changing regulators. Any truth to this?
