LBZ: LBZ Rail Pressure Issue

So I spent all weekend swapping the cp3 on my brothers truck because it wouldn't start hot, or hold rail pressure. It's an early 2007 LBZ shimmed fprv and airdog 150. It now starts when hot or cold but it still won't hold rail pressure. One log showed commanded at 23k and actual at 7700. It won't build more than 10k max. Anyone dealt with this before?

Only checked balance rates which are good. Is a return rate test in order?

Can it build max pressure at idle or only under load it fails?

Fails both loaded and unloaded. What are the chances of getting a bad pump? It was a reman from the stealer.

Idk I think I got a bad pump too. But my chances are greater than yours being that I got a modified pump that is not working quite so well. But thats I what I think is wrong with mine. Because my stock pump could hold 160mpa at idle, and this one can only hold 120mpa. Definatly possible, but with yours being soo low I would guess an injector is stuck open. But I'm no expert, if I was mine would be fixed lol.
