lbz no power Help!

My buddy bought a 07 Lbz. He got it delivered yesterday. The truck doesn't rev past 1500 only hits 5 psi. After having it floored for 15 seconds it finally boost to 39psi revs to 3200 then throws a over boost code then bogs down again. New fuel filter and changed MAF sensor still no difference. Any suggestions? we found a box under the dash with 4 toggle switches we unplugged all the wires leading to it made no difference. Truck is stock

The box is called a hic608 throttle controller

On a serious note, did u guys trying leaving the box plugged in and messing with the switches while driving it?

Lol and yep switches made no difference. Im guessing it has something to do with the tune

Not yet he only got the truck yesterday. He's gonna get it tuned in the near future. I dont get why somebody would put a throttle controller on a truck if it slows it down! 0-40mph in 20 seconds! lol
