LB7 won't start

So my truck won't turn over. Batteries have over 12 volts each. So story goes like this. I turn key to run a few seconds later dash lights up I have just 9 volts on dash voltmeter. Then a few seconds later I gain a lil more volts. I measured at ignition wires and it is 9.8 volt at red and white stripe wire. Then turn key to start and no click no nothing happens. Glow plugs run there cycle. I changed ignition switch but I failed at diagnosing that as the problem lol. Just wondering if you guys had any thoughts. Thanks

So unhooked driver side battery and it was corroded plus there was some lead on it that shouldn't of been. Cleaned it up and kaboom it starts. Thanks guys
