A boost valve won't do squat for you and that is not a regulator.
Go get yourself a 5-150psi air pressure REGULATOR and put it in line, that will fix this whole issue
You really gotta get your terms straight man. It's like pulling hens teeth trying to diag over the internet when the terminology ain't there.
Go clamp the boost line shut on the stock turbo with a pair of vice grips, run a smaller tune and go out for one pull. Keep your eye on that boost gauge when you lay into it and if you see it spike above 55psi, get out of it.
If that doesn't do it, you have a hard part problem as in boost leak your missing, turbo is bad, or somewhere along those lines.
Can be very frustrating for sure.

Just be careful haha. I've been told those 2 unmarked cruisers, the new Ford Taurus' have twin turbos and are pushing around 600hp. Apparently they're are 2 officers from Durham with special driver training that run around in them.
