If your brake fluid is low, it either means your pads are just about totally gone or you have a leak. You should never need to add brake fluid.

or the system has been opened by someone and not properly refilled all the way. took me a while to figure out crown vic need the MC resi filled all the way up to the top to keep that light off when i did a flush and replaced pads/rotors. otherwise after the brakes have been worn 2/3 of the way down, light would pop on.
