Edge reads in thousands. So 0.2kpsi is 200psi. 0.3-0.4kpsi is only 3-400 psi. Nowhere near enough to run the truck. Assuming your Fass is working and you have constant fuel supply, there's either a high pressure leak somewhere or you have a faulty new part(s)
As said it doesn't take much of a high pressure leak to keep rail pressure from building. If all your lines are tight and dry time to do a bottle test on the fprv, if it's not dumping do a return test on injectors

Installed at the same time as everything else? If so still check it. If it's old and the truck ran fine with it disregard.

Yeah its old. I'll go through and check all the lines to the injectors, but I tightened them ad tight as possible

I feel dumb now. I went and checked the driver side fuel lines I tightened them all and it fired right up. Thanks everyone for the help!

Its always something dumb. When I got my LLY back together after new heads, spent a week trying to get it to run right, I had the cp3 hooked to the baro sensor and the ecm plugs for the two hooked into itself.

Yeah don't feel bad. I work on them everyday and still forget to tighten lines sometimes. It really sucks to do stupid shit like that on lml cp4 high pressure lines.
