Help! No start!

Can anyone tell me what the hose fitting on my cp3 does in this pic? The reason I ask this is I have rebuilt my injectors installed a new (rebuilt) and my truck still wont start after figuring out I am returning fuel when I crank the engine I tore apart the block where the fprv is to see if it was leaking by there. It wasnt coming from the fprv but was coming from this spot where the whose hooks into. any info would be greatly apreciated.

The threaded fitting is the high pressure supply to the injectors and the barb is the return to the tank

No its returning fuel through the return line coming from the barbed fitting on the cp3 while I crank on it it shouldnt be doing this right?

Something to add when I pump up the the supply to the cp3 its letting fuel come out of the return off of the cp3 line I was asking about could this rebuilt pump have a bad fpr (fuel pressure regulator)?
