Help..LML sick.

13 LML deleted fass 165, removed oem filter housing new common rails sensors, LinCo fuel fooler, 6in dump at real axel SB Intake, both Batteries less than 3 weeks old. issues 65psi at rails ignition 1 :Off
Power probed all fuses checked wiring harness I'm lost..

What's the return fuel look like?

Are you saying it only builds 65 psi at the rail when cranking or it has 65 psi showing on the rail with the key off?

Ron thank you please keep the info coming it's making me smarter and am eliminating alot of possibilities and have fixed a few minor issues. Still no change in rail pressure 65 key on or off. Autel still shows ignition 1 off, I replaced the entire fuse block under good, repaired the AFR wiring to CP3 under AC compressor. No change feel like I'm chasing an imaginary monster

I took the power probe after fixing the wiring and checked the voltage at AFR, ignition off Ignition on, and cranking all the same 3.4v on both wires.

Look at the wiring diagram, start at the ignition switch when you turn the key, what gets power, what fuses and circuits are involved, what messages are sent and where, etc. Power and ground check to any suspected module to make sure it could work.

I must be blind trying to find voltage at AFR when ignition off ignition on/run and cranking?

I've seen a lot of problems with regulator 2 causing issues like this. Have you checked to see if the return line fitting coming off the front of the driver's side rail is dumping fuel while cranking?
