Head gaskets no start

I replaced head gaskets and installed studs on a buddys truck and now I can't get it to fired up and really looking for suggestions on what to look for or maybe someone else has had a similar problem. While we were in there we installed a s366, known good 60% over injectors, known good arson kit from wicked diesels, and updated tunes. This truck before hand had the basic mods built trans, airdog, EFI by PPEI, lml manifold, egr delete, 3 inch boost tubes, race valve, and ported fittings. The information I've gathered so far it's only getting about 300 fuel rail pressure when it's wanting 6000. I do have fuel all the way to the cp3 and I haven't found any leaks yet. I have cracked a fuel line to see if fuel has made it to the rail and fuel did run out. I've looked over electrical to make sure everything was plugged in and it all seems to be but I could be over looking something. While taking the truck apart I noticed it looked like a lot of the electrical harmed had gotten very hot and melted and come to find out there was some hay or a birds nest or something in the valley that cause a small fire at one point but the truck was running when I got it and I told him to go over and fix any issues with the harmed while I had it off. Now that may very well be the issue but since it was running when I got it I don't believe it is. Any advice would be greatly appreciated. I'm stumped at this point and need to get it running soon.

Spin the secondary cp3 pully by hand and look at the rail pressure. I've seen this before and it had something to do with the secondary cp3...

I know my cousin's LBZ wouldn't start with dual fuellers and the valve was loose, he forgot to tighten it...

If you have good fuel to the cp3 and you are only making 300 psi rail pressure, you have a cp3 or injector problem causing a considerable leak. It ran when it came in, so I would start simple and looked at things you changed...

Or another likely culprit is something to do with the Arson Kit, did you get the cascade valve tight on the side of the cp3?

Unplug the for on the cp3 so it goes fuel fuel and see if it starts...
