I don't think the GT tuner still works unless it is on the truck. Kind of like a dsp switch. The tuner is still installed but if the monitor is removed the truck runs on the stock tune. I think it's an honest mistake.

I have a GT tuner for sale if you can't get yours to work.

I took a GT tuner off of a used truck here once at the dealership. It was off a Cummins and I tried it on my truck. The display worked great as you select which type of vehicle it is installed in, but the tuning was still in the Dodge ECM. That reminds me I still have it sitting around here somewhere... To the OP let us know if Bully Dog will unlock it for you.

The Bully Dog GT works on GM, Dodge, and Ford. It is a downloader that is adjustable on the fly, has a display, and has maximum limits you can set. If those limits are exceeded the power will be automatically reduced to protect the engine. The Bully Dog GT’s do work well on stock, unmodified trucks. The more modifications you make the more you need something custom like EFI Live.
