Yes, flashing in the wrong OS will cause that. there is a difference in how far the starter gear moves between OSes.
No there isnt. There is no functionality in the starter to adjust or limit the bendix travel. No sensor, no servo or anything that would serve to create the ability to adjust it. Besides, there are no differences in flywheel or flexplate ring gear depths between model years to cause that requiremen, so why would gm make that functionality?

Take a good look around the top were the bolt goes. When the bottom bolt comes out it has started breaking the top ear off. I had this happen to my self before a few years back.
