Fuel filter question

Does this rubber grommet NEED to be installed. I was having trouble screwing on my new fuel filter, so I took the rubber piece off and it fit fine. I’m not sure if it’s due to the white filter vs blue filter or I’m just stupid and can’t screw it on?

Usually the old one will stick on there. That’s probably what was giving you fits.
