Def check the tuning to see if it can be turned up any more , and on the waste gate what kind of boost are you making ? when you say all the way loose do you mean closed / no boost feeding the waste gate actuator or do you mean full boost to it ? the MPH is decent depending on the weight of the truck , at that altitude with a crew cab I would expect to see around 108.5 mph-110 mph unless the truck is heavy .

I mean the actuator that you sent in the kit is still not yet installed. I was building 45 lbs of boost. I want to be safe on the bottom end. I already see a couple of your twin kits with guys needing new rods (james). I need my truck to pull my boat

duramax hd aka Kris Lowe ran a 12.0X at 113mph IIRC on his 2002/CC-LB7 with EPR twins and my tuning.
I would expect a proven set-up to run low 12's easily.
I would get some logs to your tuner, maybe something is going on limiting the truck ?
