LLY: Exhaust set up opinions/emissions

So I am currently in California and will be moving to Virginia later this year. Neither place performs sniff smog on diesels but they are very strict on visuals. So my thoughts to get passed annual inspections are:
Gut the cat and weld the top so it can't be seen, or install an MBRP front pipe and keep stock equipment for inspection purposes and just swap them out when required, or keep all emissions equipment and build it anyway. I will be doing an EFI Live tune as well as intake, down pipe, muffler delete, and EGR blocker all at once. Any advice would be greatly appreciated! TIA

Cut and welding up a DPF or CAT (DOC) shouldn't be an issue for visual inspections. DPF cleaning shops do that regularly when cleaning them, then weld them back together....... just part of the process.

I deleted my cat and kept it so if I needed it I could throw it back on for inspection
