I doubt that price includes new nozzles... Exergy used to charge 1500$ for 60% overs

That was probably for baseline testing and bench work. It could have been for new nozzles if you were a shop.

I got a price of $1200 for a flowed set of 60's using new nozzles yesterday.

On edit: I was providing the new nozzles and most of the injectors are new.

the 1800 was my injectors, not new nozzles. They skip the cleaning and the baseline check if the parts are new.
