The original PCM is dead. The second PCM appears to have a faulty lock. Is it possible the second PCM was tuned by another software package or another tuner that may have altered the lock - i.e. that may have locked the PCM?
Meanwhile, I'm trying to figure out some options to try to get past the lock.

try disabling the vats in the tune. I have done this before when it seemed like the vats relink did not work.
