I know thats off a video game or some old movie, I've been going crazy trying to figure out where thats off of, I remember seeing that freaking looking guy years ago on somthing. I figured someone would remember by now.

That looks like something off the original Sony Playstation game titled, "Resident Evil" when the zombie is munchin on a body and it turns and looks at you.
