It was really easy to make well atleast my buddy made it seem that way it started off as a round piece of plastic. Still is round at parts pretty much indentical to the hitch maybe off by a few thousanths

When I did mine years ago I had a chunk of PVC that was laying around fit perfect so I drilled holes and painted the PVC up. Looked awesome.
