Kids are driving crazier than ever these days. They should make new drivers sit in a crash test vehicle during the test just so they know how bad it hurts to wreck. 
6.5 here, landing on the overpass or clearing it, now that would be a 10 in my book.

i love how they said they were gonna look into determining if how speed was a factor lol like if he was doing twenty he would flown into the overpass
Im betting he either A) Fell asleep and woke up and tried to avoid patrol car B) had a Seizure (some kind of med condition).
Or he intentionally tried to jump the overpass..
Or C: bombing up the fast lane like a typical 19yo in a trans am and after giving himself props for wrapping that speedo to 120, looks up and sees the cop car and says oh shit and dives to the center median haha. It looks like he barely missed the cop car coming off the highway.
